“Permanent infill development” means that it must be a permanent amenity. This typically means a new building or amenity developed on an empty lot (that was not serving as an outdoor open space amenity) between other developed parcels or a new building with greater density or with more mixed uses than the building it is replacing.
Documentation Guidance
- When including a public land record or other official record demonstrating the planned or completed development of an underutilized or under-built lot, please annotate and/or highlight the official documentation to indicate the relevant pieces.
- When submitting documents for both the Design pathway and the Built pathway, always include documentation that details the location within the site boundary of the underutilized or under-built lot(s) with infill development.
- If images or photographs are submitted showing the “before” and “after” development on the relevant lot, please annotate the images to describe what is shown.
- For the Not Applicable pathway, the intent is to submit an official statement detailing why no lot within the site boundary is eligible for infill development– this may be because local code limits the type of permitted development (such as historic landmarking or zoning/height district) or because all development within the entire boundary is already at the maximum density (such as Floor Area Ratio) limits set by local code.
